We are one month away from changing the calendars over to 2022.  When this happens, there will also be 19 new laws in Iowa that will take effect.  While many laws from the 89th General Assembly (1/11/21-1/9/21) were made effective on 7/1/21 there are still quite a few changes coming for us in 2022.

You can check out all the new bills and laws that went into effect on July 1, and all the ones going into effect on January 1 at the Iowa Legislature website.  If you are not a lawyer or do not have any experience in the field of the new law, it could look like a jumble of words to you.

Here are 9 new laws going into effect on January 1, 2022.

  1. House File 828, an Act relating to commercial driver's license driving skills tests, providing fees, and including effective date provisions.
  2. House File 869, an Act creating a permit allowing the operation of vehicles of excessive weight transporting fluid milk products, providing fees, and including effective date provisions.
  3. Senate File 568, an Act relating to the conduct of elections, including nominations procedures for proposed amendments to the Iowa Constitution, and absentee voting, and including effective date provisions.
  4. Senate File 541, an Act relating to electronic transactions by permitting the use of distributed ledger technology and smart contracts and including effective date provisions.
  5. Senate File 424, an Act relating to licensure of persons completing an apprenticeship, and including effective date provisions.
  6. House File 719, an Act relating to standards for data security, and investigations and notifications of cybersecurity events, for certain licensees under the jurisdiction of the commissioner of insurance, making penalties applicable, and including effective date provisions.
  7. House File 711, an Act relating to the calculation of certain court costs in probate matters, and including effective date and applicability provisions.
  8. House File 561, an Act relating to the perfection of mechanics' hens and mechanics' liens remedies and including effective date provisions.
  9. House File 435, an Act relating to emergency contact information for use by the department of transportation and law enforcement, and including effective date provisions.

The one that touches the most Iowa residents is Senate File 568 on voting.  While most of the changes deal with candidates there are some changes to absentee voting that many won't realize until 2024 anyway.

If you are planning to get a commercial drivers licence, there are going to be some more rules and tests for you that you can read in House File 828.

Overall while there are 19 new laws and bills taking effect, the majority of people in Iowa won't notice them.  They'll just need to remember to flip the calendar and to write out 2022.
