Recently the city announced a new Downtown Alliance meant to restore glory to Downtown Rock Island and The District.

The city also received $276,000 for an "Arts Alley".

But this $1.1 million is different from any of that.  The money represents the expected annual allocation from Housing and Urban Development (HUD) and Community Development Block Grant (CDBG) programs.
